By law, almost all websites must be accessible to people with disabilities now. For private organizations, the Dept of Justice and recent rulings have made it clear. Websites are now considered "places of public accommodations", and are subject to Title III of the American Disabilities Act. Publicly funded entities, such as municipalities and schools, must also provide universal accessibility to their websites under Section 508 of the Rehabilitation Act. In both cases, the Web Content Accessibility Guideline (WCAG 2.0 AA) serves as the standard.
